Certain items may have the ability to enhance or decrease your ability to
cast spells.  A higher cast ability makes spell casting easier, reducing
the chance of failure.  A very low cast ability can make spells more difficult
to cast, to the point of making magic useless.

Cast ability affects your ability to cast spells in general.  If you wear
something that increases your cast ability, it will be easier for you to
cast spells you know.  It may even be possible for you to cast spells you
do not know.

Other items can affect how potent those spells will be that you do cast.
Cast level increases the level at which you cast spells.  The higher your
cast level, the higher level your spells are, and the more powerful they
will be.
