Usage:
cast fireweb <target>

'Fireweb' is a high level fire spell creates a half elemental, half
physical web of burning material that engulfs and sticks to the target,
similar to napalm.  The initial blast does an amount of damage, while the
burning continues for a short period afterward.

Immersion in water has been known to put out the flames.
