Format:
cast fly <target>

The 'fly' spell allows you to float above the ground. In this manner
you can travel across water and even glide for short distances in instances
where you would normally fall.  Fly also reduces the amount of movement you
use as you travel.

The fly spell is significantly less powerful than its' name implies.  It
should truly be named 'levitate', as it allows the target to float, but can
not lift the target far off the ground without external forces.
