The 'set room' commands allow clan elders and other mortals the ability to
change rooms.  For clan elders, they are allowed to change rooms belonging
to the clan.

In addition to clan elders, there is an access string that, when set, will
only allow those named in the string to edit the room.  Any player may be
set in the access string, and anyone not explicitly named in the string will
be unable to set the room.  Yes, this includes clan elders.
