Available flags are:
allowspammer     - allow known spammers to use channel
moderated        - moderators can moderate the channel
readonly         - only admin and owners can speak, others can listen
clanonly         - only allow your clan members to use the channel

Clanonly requires special syntax:

%addspecial clan <clan name>

Extra flags for administrative gods only:
notimeout        - channel will not time out when usage reaches zero
newbiemoderated  - restricts a channel similar to the newbie channel

Channel owners can set these flags on a channel to modify its properties.
