The appraise command lets you examine an item to get a rough idea of how
much it can be enchanted, upgraded or otherwise improved. It is most useful
when evaluating crafted equipment to get a sense of whether certain upgrades
will be effective. You can only appraise items of your level or lower.

Be aware there may be other factors that prevent enchantments or interfer
with the effectiveness of crafting upgrades.

FYI: If appraise determines an item does not have very much room for
improvement, it might be better to save your upgrade for a better
object, especially if you have a rare gemstone or a MASTERCRAFT upgrade.
