Usage:
cast fear <target>

The mid-level 'fear' is typically used for crowd control.  Its' primary
intent is to strike fear into the heart of an attacker so as to prevent
further conflict from occurring.  When successful, the target is seized by
an uncontrollable irrational fear of the caster, and will do anything to
flee from the caster.  The duration of the effect is seldom very long, and
the fear quickly subsides when removed from the presence of the caster.

Note that fear can be countered by warriors using the 'valor' skill.
