Recipes for steel alloys call for 'carbon' as an ingredient. Carbon can
come for a variety of sources. The most common is mined coal, though
graphite can serve as well. Ashes from fires are also a common source of
of carbon for forging. General stores in many major settlements will
sell bags of coal for reasonable prices.

Almost any item that is composition CARBON and either type OTHER, SPELLCOMP
or TREASURE can be used. Notable exceptions are quest items and objects
that cannot be sacrificed.
