The 'tell' command is used to send a message to another player on the game.
Even distant players can hear tells, if they are awake and alert.  There are
however some places where tell can not reach, though they are rare.

If someone sends you a tell, you can use the 'reply' command to quickly
send a tell message back.

If you do not wish to hear tells from a given player, use the 'notell'
or 'block' commands.  This command will let you reject tells from any
given player.

If another player is harassing you, you may wish to use the 'ignore'
command instead.  It is much more powerful than 'block'.
