Rule 13.7 - Thou shalt not in general grief other players

Anything that interferes with another player's ability to enjoy an event
as intended could be considered a violation of this rule.  This can
include making statements about events that discourage participation.
Also, events are limited in scope and time, therefore, they and their
rewards can be considered an in-game resource, with all the rules
pertaining to such applicable.
