Rule 7.4 - Thou shalt not cast annoyance spells

Casting spells on or about other players with no purpose other than to
cause irritation or grief is a punishable offense.  Healing and
beneficial spells are generally not considered an annoyance unless
they break the anti-spamming rules.

This includes casting 'dispel magic' on other players without consent.

Note that you can use the 'set annoy' command to make it harder or
easier for people to cast annoyance spells on you.
