Item description:

The tabard is a sleeveless garment meant to be worn over armor.  The bottom
hem reaches to about one's knees.  It is a sky blue color and has very
life-like depictions of fluffy clouds in various spots.  Staring at the
tabard long enough, you realize that the pattern of clouds are slowly
moving clockwise around the shirt.
