Item description:

These are boots made of hardened leather than has been coated with a thick
glaze.  The glaze has been highly polished, causing the boots to be very
shiny.  The shine is emphasized by a magic glow that emanates from all
parts of the boots, even the soles.  This light is not ordinary light but
blacklight, which causes some nearby objects to glow extraordinary neon
colors.
