Item description:

This tartan is some of the most expensive-looking cloth you have ever seen. 
The dyes alone appear to have cost a kingdom.  Dark blue woven with
thread-of-gold form the main colors of the plaid pattern.  Large squares are
framed by broad bands and tiny twists of colored fabrics in the intricate
pattern only members of the Rubicon family were allowed to wear to proclaim
their heritage.  As further evidence of this kilt's lineage, the Rubicon
royal crest is embroidered into the inner lining:  crown over dagger, book
over castle.

This kilt appears to be simple (if exquisite) cloth, but it must hold some
magical properties if the Deep dragon herself was unable to destroy this
obvious symbol of her most hated enemy. Certainly this style of leg armor
should allow more freedom of movement than traditional leggings.
