Item description:

A circular medallion carved from a rock glittering with mineral deposits
and carved with magical runes. Running through the rock is a clear ring of
obsidian visible through which a swirling maelstrom of cloudy wind rotates
around the inside of the talisman at incredible speed. The intense power
captured inside this object makes it vibrate softly and emit a low hum.
