The S.Q.U.E.A.K.E.R.S. project was one started long ago in an effort to
create a magic-propelled projectile launcher.  Early inventors had little
success, but this prototype that you've found indicates that someone has
undertaken the challenge once again.

It's divided into two parts:  a bulky metal backpack from which sprouts a
capillary that connects it to the other part that looks not at all unlike a
typical magic wand you'd find at a magicians' novelty store.
