Item description:

This rod or sceptre appears to be made entirely of ruby.  The rod is
approximately the length of a human male's forearm and tapers to three
prongs which hold a tiny ruby skull.  The skull's jaws gape to reveal
fangs.  The entire rod feels slick, almost wet, as if it were covered in
blood.
