The improvised explosive is a glass bottle half full of a clear liquid with
a rag stuck through the neck.  Part of the rag remains outside of the
bottle where it can be safely ignited while the rest of it soaks in the
interior mixture that definitely smells like it is made with alcohol, if
not entirely made of alcohol.
