Usage:
enchant <object> runes

The 'rune enchant' skill allows a high level druid to add runes
to any item, giving it new effects or enhancing existing ones. This
method can go beyond the normal limits of rune-carving. Exceedingly
powerful items can be made this way.

Unfortunately, the runes choose themselves, and the enchanter has
at best limited effect on the final type of enchantment.

This enchantment is permanent, and has a gold cost.
